In a rapidly changing labour market there is growing demand for greater transparency, clarity, information and advice about different work practices and the rights and obligations that they accrue. Building on our previous submission to the Taylor review,i we are limiting our response principally to issues concerning transparency of employment status and the legal framework, the protection of employment rights and access to an effective system of redress and adjudication. We also make some observations and comments concerning enforcement, which are subject to a parallel Consultation on enforcement of employment rights.
